Document new checkdoc features

* doc/lispref/tips.texi (Tips, Library Headers): Document the
keyword-checking features of checkdoc and the commands
'checkdoc-file' and 'checkdoc-current-buffer'.

* etc/NEWS: Move the checkdoc-related entries to their own
section.
